Shyamal Bose, who was with me (1966 batch) passed away on Monday 28 January 2008 at Shantiniketan. For the past 20 years he had been a serious cardiac patient... but when one loses a friend of over 50 years, it is terrible.
Let us all pray that his soul is at peace now.

FELICITATION FUNCTION FOR SHRI NAND KISHORE SINGH, SATURDAY, 9TH, AUGUST ' 2008
Addressed by Sh. Kawaljit Singh, President of the SXAA, Delhi Chapter.
Hon’ble Member of Parliament Shri Nand Kishore Singh and Fellow Xaverians
On behalf of the Delhi Chapter of the Alumni Association of St.Xavier’s School Patna, I would like to welcome Shri. Nand Kishore Singh to this special get together and congratulate him on his becoming a Member of the Rajya Sabha.
Switching to the language we and you are more accustomed to with classmates and contemporaries, allow me to say NANDU YAAR, we have come here to pat you on the back on the recognition you have received. You know Teji, Tejinder Khanna, two years your senior who is now His Excellency Lt.Governer of Delhi, he too wanted to come and pat you on the back but he had to go to some official function in Rashtrapati Bhawan. You remember Dopey of the 1946 batch exactly ten years your senior, he is now Padma Shri Dr Ranjit Roy Chaudhury, a Dr B.C.Roy Award winner, sitting next to you, and those two Sardar brothers, with turbans and no beards playing cricket for the school and later for the University, well the younger one is a consultant for foreign MNCs and the older one retired as Chief Commissioner of Income Tax, Rajasthan and Madhya Pradesh, that’s me, and the person who came with a walking stick, he is Amar Mishra our 100 metres sprinter of mid forties. There is Bambola, your senior by one year, he retired recently as Justice BP Singh of the Supreme Court of India, and of course Nikhil, the Police Commissioner of Delhi now an Hon’ble Member Parliament in the Lok Sabha to whom you gave away your sister in marriage. There is Shyam Saran a few years your Junior who retired as Foreign Secretary representing India on the International horizon to promote World Peace and Harmony. All of them and distinguished Xaverians are here today to congrulate you and to remind you that you have an important job in hand which all of them are sure you will execute as brilliantly as you have handled all your previous assignments. As your extended family we are proud of you. This is our language of love and affection which comes straight from the heart.
Nandu passed from School in 1956. A Role Model whose name we heard from Principals Fr. Moran, Fr, Niesen, and Fr. Murphy even after we had left school. Moving to Delhi, he graduated from St. Stephens and did his Masters from the Delhi School of Economics. He excelled in debating skills and there was hardly any debate at the College, University or National level which he did not win. He also represented the Universities at International debates with distinction. He was selected for the Distinguished Xaverian Award in 1997
Nandu joined the Indian Administrative Service in 1964 and started his career with the Bihar Government. He soon moved to the Government of India holding important assignments in Commerce Finance and Planning. He was appointed Revenue and Expenditure Secretary in the Ministry of Finance Government of India. His excellence in administration and policy making was recognized when he was appointed Secretary to the Prime Minister, which post he held from 1998 to 2001. He was member of the Planning Commission Government of India 2001 to 2004 and is presently the Deputy Chairman of Planning Commission, Government of Bihar in the rank of a Cabinet Minister. Much of the improvements in Bihar, already visible, can be attributing to his far sighted approach and ensuring expeditious implementation of projects. With such experience, knowledge and commitment his becoming a Member of the Rajya Sabha is the ultimate recognition. We who have been watching his career graph can see how the Xaverian values and traditions to which he was exposed during his most impressionable years in School have played an important role in making him a success story.
The Parliament has its own challenges and the recent session on the Vote of Confidence is a classical example. The media hype had already thrown up headlines of “Singh is King” and “Singh is Sinking”. In the debate for these two options the drama in the Parliament took an unexpected twist when “Sin became King“ in the form of corruption and cash raining in the well of the Parliament .Yes, it was Sin in capital letters SIN and if “Sting became King” to malign parties, it was at best a fire fighting measure but not a solution to sin in politics. For the common man, the scene of cash and corruption in Parliament will not be easy to forget.
So long as Sin in the form of corruption is King in the Country, our progress will always trip over road blocks of red tapism and outdated rules. Nations perceived as the most corrupt also rank among the World’s poorest, According to the World Wide Perception Index, India is at the 74th spot out of 180 countries.
Before we are accused of only finding problems without offering solutions let me suggest the mantra of “Let transparency be King” -transparency at all levels, from planning to execution, appointments to promotions and awarding of contracts to inspections. Remember what Jodha the Rajput wife of the Mugal King Jalulaudin told him “You may have won wars, but you have not learnt the art of winning hearts”. From that day, Jalaludin became Shehanshah Akbar, the Great to be remembered forever. People want statesmen not politicians. Politicians work for the next election, statesmen for the next generation. In you we see a statesman.
With the limelight on Nandu, I would be failing in my duty if I did not make a mention of his father Mr. T.P.Singh, ICS who retired as Finance Secretary, Government of India, after a brilliant career in the Civil service. I had known him from Patna days as an outstanding Bridge Player playing seven days a week with my father in New Patna Club. When he was Finance Secretary, I was only a Deputy Commissioner of Income Tax. Returning from an official dinner close to midnight, he asked me to take a small diversion to see what was going on at Chelmsford Club, then well known for its late card sessions. He stopped, picked up the phone and spoke to his wife, ‘Madhuri, you know S.Lakhmir Singh, his son is asking me to play Rummy, so I will be a little late”. That was his zest for life. This runs in the family even today.
Nandu, may I on behalf of all present once again congratulate you on your becoming a Member of the Rajya Sabha and wish you a successful and satisfying tenure.
We are all proud of you.
KAWALJIT SINGH
PRESIDENT SXAA (Delhi Chapter)
